The Challenge

How are Australia’s small businesses really tracking on cyber security, and is a culture of cyber safety taking hold? Cyber Wardens needed to measure and map small business attitudes, organisational culture, technical skills and everyday habits, then track them year on year, so the program could target its support and highlight cultural changes that were taking place.

Small businesses are the backbone of the economy but remain prime targets of cyber crime, with human error behind most breaches. Cyber threats keep evolving, now supercharged by AI. Tracking behaviour over time matters because behaviour change is slow. A consistent multi-year measure shows whether awareness is turning into action, where businesses are still exposed, and where the program’s support will make the biggest difference.

Cyber maturity segmentation model. A five-segment framework tracking movement from ‘Unaware and Inactive’ to ‘Ready and Resilient’ year on year. Building a Culture of Cyber Safety in Australian Small Businesses (Year 1, 2024). The benchmark report that established the five-segment model, drawing on eight focus groups, 15 in-depth interviews and a national survey of 2,098 small business owners and employees. 2025 Small Business Cyber Security Pulse Check Report (Year 2). 12 key findings across three themes: growing exposure and concern, risks from AI and operating online, and encouraging cyber safety improvements. 2026 Small Business Cyber Security Pulse Check Report (Year 3, final year). 20 key findings across five themes, from the growing threat of AI to industry-by-industry differences in cyber awareness.
